How to stream live video for Web page?

I am interested in streaming live video to my Web page for viewing.

What needs to be done to make this happen?

Can an independent cable TV station somehow film the event and upload the feed to my ISPs (Network Solution) Linux

have a look at www.watchat.tv: it is a site I am working on (when I have time). It contains an RSS agregator/reader and a TV stream viewer.
